Will a Presidential Candidate benefit from Tragedy?

Presidential Candidate Rudy Giuiliani will speak at the sixth anniversary remembrance of the terrorist attacks of September 11, 2001. The former New York City Mayor has spoken every year. This comes from a story by the Associated Press.

According to the Associated Press, relatives of some of the victims who died in the attacks said this year is different because he is a declared presidential candidate. "He's cashing in on 9/11 like it's his own personal tragedy. It's a photo op on a campaign swing for him," a deputy fire chief whose son was among the 343 firefighters killed, Jimmy Riches, said.

I want your opinion! Do you think Rudy should be allowed to speak at these remembrance ceremonies?
